Evaluation of the Joint German Strategy on Occupational Safety and Health:
First meeting of the scientific and socio-political advisory council

The evaluation of the Joint German Strategy on Occupational Safety and Health (Joint OSH Strategy) enters into its operational phase. The contract for the implementation of the evaluation was signed and the scientific and socio-political advisory council convened for its first meeting on 1. July 2010 in Hamburg.

 The advisory council is asked to critically reflect the implementation of the evaluation and to advise the bodies of the Joint OSH Strategy - the German government, the Federal States and the Statutory Accident Insurance Institutions – from a national and international perspective.
“An external view is indispensable for the successful evaluation of our OSH Strategy. Therefore, we appreciate it very much  that you accepted your appointment as  members of the advisory council and are willing to support our ambitious project with your expertise and international experience”, Mr Ernst-Friedrich Pernack, chairman  of the evaluation steering group, explicated in his opening speech.

The advisory council is composed of seven nationally and internationally recognized experts in the fields of social policy, occupational safety and health, and evaluation methodology.

The objectives of the evaluation of the Joint OSH Strategy as well as the requirements for the evaluation implementation plan have been the main subjects of the councils meeting in Hamburg. As the evaluation will be carried out by an external contractor, the drafting of the implementation plan is a key element for a proper implementation process and will be due in September.

Responsible bodies for the Joint German OSH Strategy as the national strategy in the field of safety and health at work are the German Federal Government, the Federal States, and the Statutory Accident Insurance Institutions. The mission of the Joint German Occupational Safety and Health Strategy is to maintain, improve and promote the safety and health of workers by means of an efficient and systematic implementation of occupational safety and health – supplemented by workplace health promotion measures.

By evaluating the achievement of the strategy’s objectives Germany follows the example of other EU Member States which also have implemented evaluation procedures for their OSH strategies.
